Brighton City Manager Michael Martinez is pleased to announce the appointment of Scott Olsen as the City’s new director of utilities. As director, Olsen will oversee all department planning, policy development and operations for the water, sewer and storm drainage utilities provided by the City of Brighton.

"I am grateful for the opportunity to continue to serve this community, our residents and our utility customers in this new capacity,” said Olsen. “It is an exciting time to be a part of the City of Brighton and I look forward to the future of the utilities department. I would be remiss if I did not thank the great staff in the department for their commitment as public employees.” 

Olsen has spent his entire professional career with the City of Brighton, most recently serving as interim utilities director prior to his appointment as director. He joined the City in 2014 in the role of stormwater inspector, which he held for three years. Olsen then worked for five years as stormwater coordinator, before being promoted to assistant director of utilities in 2022.

Olsen earned a bachelor’s degree in natural resources management from Colorado State University. He is a member of the American Water Works Association, Association of State Floodplain Managers, and Colorado Association of Stormwater and Floodplain Managers. In his previous roles, Olsen represented the City of Brighton as a member organization of Mile High Flood District and Colorado Stormwater Council. Olsen is also a Certified Floodplain Manager.
