[ARCHIVED] Brighton Utilities Department unveils five-year strategic plan

The City of Brighton Utilities Department has established a clear roadmap for the future with a newly adopted five-year strategic plan designed to guide the department through 2030. The strategic plan reinforces the Utilities Department's aim to be a leader among Front Range communities while also expanding its network of partnerships.

The strategic plan was developed collaboratively with utilities staff and other city departments and outlines four key vision areas that will inform the department’s operations: Organizational Growth and Development, Sustainable Infrastructure, Public Outreach & Engagement, and Emergency Preparedness.

“This plan reflects our commitment to being a model utility provider along the Front Range,” said Utilities Director Scott Olsen. “It represents the ideas and dedication of our entire team and charts a path for how we will serve our community with excellence and accountability.”

The Organizational Growth and Development vision focuses on cultivating a thriving workforce through training, retention incentives, and multi-agency collaboration. Sustainable Infrastructure emphasizes fiscally responsible capital planning, proactive maintenance, and environmentally conscious growth. Public Outreach & Engagement commits to enhancing communication, transparency, and educational efforts to better connect residents with the resources they need. Finally, Emergency Preparedness ensures that public environmental health and safety remain at the forefront of planning efforts to minimize risks during emergencies.

The plan also highlights the department’s dedication to continuous improvement and innovation, ensuring that Brighton’s utilities remain dependable, sustainable and responsive to the needs of a growing population. It reflects a forward-thinking approach to utility management that prioritizes long-term service quality and public trust.

As Brighton continues to grow, the Utilities Department’s strategic plan will help chart a path that meets current demands while planning responsibly for the future.
