The Brighton Housing Needs and Incentive Strategies Assessment, also known as the Housing Needs Assessment or HNA, for short, was completed in 2023 and includes a ten-year housing needs study and recommended strategies and incentives for increasing market-rate and affordable housing inventory.

Implementation of the HNA strategies has begun by updating impact fee reductions and adopting an expedited review process for affordable housing projects. Also, other strategies including development opportunities and incentives are being evaluated.
The HNA found that by the end of 2033, 1,450 homes affordable to households earning at or below 80% of the area median income, or AMI, or approximately $100,000 annually, are needed in Brighton. In total, 3,100 homes affordable to a range of incomes are needed. Progress through the first two years of the HNA’s ten-year scope is shown in the following graphic.

In conjunction with the HNA and updating the City’s comprehensive plan, a housing action plan (HAP) is being developed that will outline further implementation of the HNA’s strategies.
