Council approves changes to utility rates


Brighton City Council tonight approved rate changes for utility services. The new rates, which go into effect with utility bills issued after Jan. 1, include minor changes to both fixed rates and volumetric usage rates for sewer, as well as an increase to the storm water drainage fee. Water rates will not increase in 2018.

For residential consumers, the fixed sewer service charge will be $13.00 per month, up $0.50, while the sewer usage charge per 1,000 gallons will be $4.95, a 4% rate increase. The fixed storm drainage charge will be $5.50 per month, also up $0.50 from 2017.

The residential customer five-tier rate structure for water consumption/usage (volume charge) is being modified to better accommodate residents. Tiers 2 through 4 have each been extended an extra 5,000 gallons.

Residential consumers can now expect to pay a total utility bill (water, sewer, and storm water combined) of $62.35 per month if they use 3,000 gallons of water and $98.67 per month for 15,000 gallons of water.

Commercial users can anticipate similar 4 percent increases to their sewer fixed charges and volumetric rates.

In order to maintain our aging infrastructure, the City is continuously working on upgrades and new projects through a 20-year, $500 million capital improvement plan. For 2018, approximately $23 million of the total Utilities budget of $41 million will come from commercial, municipal, and residential utility fees. The majority of this revenue will go toward essential capital upgrades, such as lining the Erger’s Pond reservoir, optimization of existing treatment facilities, replacing aged water lines, and structural repairs to our treated water storage tanks. In addition to the capital costs, utility bill revenue will be used to maintain and improve day-to-day expenses associated with treating, delivering, and collecting water provided to citizens.

The Good Neighbor Program provides assistance for customers experiencing a difficult financial situation. Since its inception, the Good Neighbor Program has helped more than 150 citizens who’ve encountered a temporary financial crisis – totaling more than $23,000. There are currently nearly 300 Brighton utility customers signed up to contribute through their monthly water bill roundups.
